Equality Scheme

The Commission’s Equality Scheme was reviewed and updated in 2023, in accordance with guidance issued by the Equality Commission for Northern Ireland (ECNI).

The Equality Scheme was revised in 2025.

Annual Progress Report

Each year, the Commission submit a report to the Equality Commission for Northern Ireland outlining our progress in meeting statutory duties on equality and good relations, as set out in our Equality Scheme and Disability Action Plan

Screening Report

In complying with the Commission's Equality Scheme Duties, these documents have been screened for any possible adverse impact that they may have under Section 75 of the Northern Ireland Act, 1998.  The nine groups are:

Age, Marital Status; Women (including girls) and Men (including boys); Persons with a disability and Persons without; Persons with dependants and Persons without; Political Opinion; Racial Group; Religious belief; and Sexual orientation.

Published screening for the period 1 October - 31 December 2025.

Code of Procedures for 

Recruitment & Selection

 

The Code of Practice for Recruitment & Selection, published in 2009, was reviewed to ensure it remains relevant in the current local government context.

 

The main purpose of the review was to provide Councils with greater flexibility in how they implement the Code, while still upholding its core principles. The review also ensured that all referenced legislation is current and accurate, supporting Councils to remain compliant with legal requirements in their recruitment and selection processes.

Code of Conduct for Local Government Employees

 

Employee & Councillor Working Relationship Protocol

 

The Code of Conduct, last reviewed in 2021, and the Protocol, originally published in 2014, have been reviewed to ensure they remain relevant, effective, and fit for purpose within the current local government context.
