Organisation Design and Development

The Commission supports Councils and the NIHE to ensure that local government sustains flexible, ‘fit for purpose’ organisations which can respond to change and meet customer needs in an atmosphere of continuous improvement by:

  • Assisting councils with the staffing implications of organisation design, development and change. 
  • Researching and promoting Organisational Development (OD) tools and techniques in local government. 
  • Promoting a system of performance management for local government. 
  • Undertaking organisation reviews, engagement surveys and resolution services for councils and the NIHE 
     

People and Organisation Strategic Framework

This People and Organisation Development Strategic Framework (the Strategic Framework) was developed as a partnership arrangement by a range of stakeholders in local government. 

The Strategic Framework was first launched in December 2011. It was revised and relaunched to support the 11 new councils established from the reform of local government. 

Performance Culture Toolkit

This Toolkit was developed as part of the People and Organisation Development Strategic Framework for Local Government. It is designed to support leaders build their individual and collective, capability, competence and confidence in managing performance effectively and creating a performance culture in and across the Councils in Northern Ireland post April 2015.

Competency Framework for Local Government

This Framework was conceived as part of an organisation development initiative coordinated by the Local Government Staff Commission and funded by the Local Government Training Group. It reflects the standards and behaviours expected of employees within local government at individual, team and organisational level.
